| | California Governor Signs New Handgun Bills Gov. Gray Davis has signed two identical handgun licensing bills that will require gun purchasers to provide a thumb print, show proof of residency, and pass a written firearm safety proficiency test in order to receive a “safety certificate” before acquiring a handgun. The certificate is valid for five years. The final bills were scaled back from earlier, more restrictive versions. The new law becomes effective January 1, 2003.
