It's not as if they had no access to legal guns—and still the ban meant nothing to them,” Saunders writes. San Francisco’s ban on the sale and manufacture of firearms has been delayed until March 1 because of a lawsuit challenging its legality. The handgun ban is scheduled to take effect April 1.
