OSHA Extends Comment Period on Proposed Ammo Rules





INDUSTRY EFFORTS INSTRUMENTAL . . . Thanks to the efforts of NSSF, the Sporting Arms and Ammunition Manufacturers' Institute, their respective firearm and ammunition manufacturer and retailer members and the NRA-ILA Grassroots division, the Occupational Safety and Health Administration (OSHA) has granted a 60-day extension in which to submit comments on its proposed explosives regulations. The hot-button issue was discussed in great detail on many radio and television networks, including the Rush Limbaugh Show. The new deadline for submitting written comments is Sept. 10. NSSF, SAAMI and the National Association of Firearms Retailers will conduct a more thorough review of the proposed regulations and will continue discussions with OSHA. OSHA's proposed regulations still pose a serious threat to the firearms and ammunition industry. Industry members are, therefore, still encouraged to take action by submitting their own comments on the proposed regulations to OSHA by Sept. 10. Full Story

Citing careful review of New York City Mayor Michael Bloomberg's statements and actions, listening to the concerns of many of his constituents and receiving communications from and speaking with officials at NSSF, Oldmans Township, N.J., Mayor Harry Moore resigned his membership in the Mayors Against Illegal Guns coalition (MAIG) Saturday afternoon.   • SCHOLASTIC SKEET, SPORTING CLAYS SHOOTERS HEAD TO SAN ANTONIO THIS WEEKEND . . . After weeks of competition at state shoots for skeet and sporting clays, national champions finally will be crowned this weekend in NSSF's Scholastic Clay Target Program. SCTP skeet and sporting clays national championships will be held Saturday and Sunday at the National Shooting Complex in San Antonio, with an awards ceremony slated for Sunday afternoon. The popularity of both skeet and sporting clays is on the rise among SCTP shooters, and another record-breaking field is expected to compete this weekend.


  • ESPN2 TO AIR CLAY TARGET CHAMPIONSHIPS THURSDAY . . . ESPN2 will air the international skeet shooting finals of the 2007 ACUI Intercollegiate Clay Target Championships on Thursday at 2 p.m. EST. The competition, taped in April at the National Shooting Complex in San Antonio, has been airing for the past month on ESPNU. The shows feature shooters from more than 30 colleges and universities, and they have also featured a segment on the growing popularity of the Scholastic Clay Target Program. The shows were sponsored by NSSF.

  • RANGES SEEING NEW CUSTOMERS THROUGH CLINICS . . . With more than 80 new shooters attending inaugural "First Shots" clinics earlier this year, Bill's Gun Shop & Range in Minneapolis is just one of many ranges around the country helping to introduce newcomers to shooting -- and attracting enthusiastic new customers -- through NSSF's fast-growing First Shots program. According to recent surveys, more than 50 percent of attendees went on to meet their state's requirements for owning or purchasing a handgun within six months of attending a First Shots clinic, and nearly 40 percent returned to the range that hosted the clinic.   • RANGE DEVELOPMENT CONFERENCE SCHEDULED . . . The National Rifle Association will hold a five-day Range Development & Operations Conference at John Ascuaga's Nugget Hotel in Reno, Nev., Oct. 13-17. Designed for current or prospective range owners and operators, the conference offers experts' instruction in range design, construction, operation and management.   • LOS ANGELES DISTRICT ATTORNEY PULLS SUPPORT FOR MICROSTAMPING BILL . . . The Los Angeles District Attorney's Office has pulled its support for Assembly Bill 1471, legislation that will mandate the microstamping of firearms. Read District Attorney Steve Cooley's letter to the bill's sponsor, Assemblyman Mike Feuer (D-Los Angeles).


  • SHOULD CONGRESS REAUTHORIZE THE TIAHRT AMENDMENT? YES . . . The Kansas City Star on Saturday ran a letter to the editor by NSSF Senior Vice President and General Counsel Lawrence G. Keane on why Congress should reauthorize the Tiahrt Amendment on gun-trace data. Read the letter.


  • YOUTH AND NOVICE HUNTING RESTRICTIONS LIFTED IN TWO STATES . . . Two more states -- South Carolina and Oklahoma -- have taken steps to allow more youths and newcomers to experience hunting. States continue to remove barriers for new hunters with the support of the Families Afield program, a partnership of NSSF, the National Wild Turkey Federation and U.S. Sportsmen's Alliance.


  • ATF CELEBRATES 35 YEARS AS INDEPENDENT BUREAU . . . The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), which traces its roots to the 1789 congressional imposition of a tax on imported liquor, celebrates 35 years this month as an independent federal law enforcement bureau. It was July 1, 1972, that the Alcohol, Tobacco and Firearms Division of the Internal Revenue Service became the Bureau of Alcohol, Tobacco and Firearms within the Department of the Treasury. When it moved to the Department of Justice in 2003, it added "Explosives" to its name.


  • AMENDMENT OF LANDOWNER LIABILITY LAW DRAWS PRAISE . . . A shooting accident last hunting season in Pennsylvania, for which the owner of the land from which the hunter fired his rifle was found in court to be partially liable, led to unanimous passage by both chambers of the state legislature of an amendment to the law that addresses landowner liability. Gov. Edward Rendell's signing of House Bill 13 drew the praise of Pennsylvania Game Commission Director Carl G. Roe, who said, in part, "With Gov. Rendell's signature, new language has been added to the law to provide additional liability protections for landowners who welcome hunters onto their properties." NSSF worked with NRA, the Pennsylvania Federation of Sportsmen's Clubs and the Pennsylvania Legislative Sportsmen's Caucus to draft this successful legislation.
