Momentum For New Waterfowl Conservation Measure

Governors on opposite ends of the Mississippi Flyway are seeking a new Wetlands Loan Act, which would borrow from future federal duck stamp revenues for immediate benefit of key waterfowl habitats. Louisiana Gov. Kathleen Babineaux Blanco and Minnesota Gov. Tim Pawlenty are jointly urging Congress to accelerate conservation of rapidly vanishing wetlands and grasslands. Waterfowl populations are generally declining, and several states have experienced their lowest waterfowl harvests in decades. Steve Williams, president of the Wildlife Management Institute, said. "Using future duck stamp funds to finance this effort would pay great dividends for waterfowl, waterfowlers and all of us who care about water quantity and quality. What we do or don't do now will literally set the stage for the future of migratory birds."
