The man who runs Maryland's State Police force has testified that a mandate to collect ballistics information hasn't helped solve crimes. Col. Thomas E. "Tim" Hutchins testified about a state police report that calls the Integrated Ballistics Identification System, or IBIS, expensive and ineffective. As a result, Delegate Joan Cadden, a Democrat, sponsored a bill to repeal the requirement for collection of the ballistics information with the sale of each handgun in Maryland.
