Good News Flowing From California as Spay/Neuter Bill Dies, Other Positive Legislation Moves to Governor





The end of the California legislative session brought good news for sportsmen. In a major victory, AB 1634, the California bill that would have required the spay or neuter of dogs and cats, including hunting dogs, is officially dead. Meanwhile, two other pieces of legislation that help hunters and anglers made their way to the Governor’s desk.

USSA worked closely with the California Outdoor Heritage Alliance (COHA) and the Masters of Foxhounds Association as part of a larger coalition to battle back against AB 1634. This effort was successful as the bill was voted down in the Senate and the clock ran out its chances for moving to the Governor. Despite this win, sportsmen nationwide should be aware that there are efforts have been made at the local level to enact similar kinds of spay/neuter restrictions. Constant effort is needed by sportsmen to be sure they don’t lose a battle in their own backyard.

In other news from California, AB 815, cleared the Senate and is on its way to the Governors desk for his approval. This bill sponsored by COHA was supported by USSA and others as a way to be sure that local communities throughout the state did not build up their own, confusing and contradictory regulations for hunters and anglers. It made clear that the state is the solely responsible for regulating hunting and fishing.

Finally, in another bit of positive news AB 2132 made it through the Senate and is awaiting Governor’s approval. This bill, which prohibits anyone from removing a hunting dog’s collar (whether electronic or regular) without the owner’s written permission, provides additional protections for sportsmen and their hunting dogs.
