Congress has passed, and President Bush is considering, a bill that would create an electronic duck stamp and a new convenience for waterfowl hunters. A pilot program beginning Sept. 1, 2007, in 15 states would allow hunters to buy the prerequisite federal duck stamp electronically over the phone or Internet. Conventional paper stamps would remain available at retail outlets. Ducks Unlimited reports that waterfowl hunters have contributed over $600 million to habitat conservation through duck stamp purchases over the past 71 years. | |
