Child Safety Lock Act Goes Into Effect

Starting today, April 24, licensed firearms retailers are required to provide a safety device to all handgun purchasers, as stipulated in The Child Safety Lock Act of 2005, which is Section 5 of the Protection of Lawful Commerce in Arms Act. ATF has notified all FFLs of the act and posted a notice on its Web site. ATF has not yet published implementing regulations, so NSSF recommends that dealers attach a statement or write on the Form 4473s involving handguns certifying that the transferee has been provided with a secure gun storage or safety device. Some exceptions to the law exist, such as transfers between licensed dealers, and ATF has said it soon will post a question-and-answer section at www.atf.gov to clarify the legislation. For additional information, call the Firearms Programs Division at 202-927-7770 or call your local ATF office.
