ATF Reform Bill in the Press

Having passed in the U.S. House of Representatives earlier this year by a 277-131 vote, the ATF Modernization and Reform Act (HR 5092) is back in the press with talk of the U.S. Senate taking up the legislation in the current lame-duck session. In a recent article, bill sponsor Howard Coble (R-N.C.) and others discussed the bill, which would allow ATF new powers to issue fines and suspend licenses (as opposed to being able to only revoke licenses). The legislation would also allow ATF to distinguish between "purposeful/serious" violations and "benign/administrative" violations. It would also create an appeal process that places an appeal before an administrative judge rather than ATF, allowing for a neutral hearing. NSSF and other organizations concerned with firearms rights are supportive of this bill, as it will help protect the rights of FFLs.
